Here, as in PHIL 9058, this functionally-impaired beagle was confronted by a series of steps, which it was climbing in this 1978 image. With a broken right rear leg that had been set in a cast, this photograph illustrated how diverse a user population need be taken into account when designing public walkways. Human beings of all types and in all states of mobility, as well as animals, must be considered in order for a functional walkway to be considered "universal" in its usability and functionality. Note the steeper steps in PHIL 9058, which the mobility-challenged beagle found daunting, and therefore, unable to conquer.
