In this 1978 image, a functionally-impaired beagle was confronted by a steep roadside curb, which it was attempting to climb. With a broken right rear leg that had been set in a cast, this photograph illustrated how diverse a user population need be taken into account when designing public walkways. Human beings of all types and in all states of mobility, as well as animals, must be considered in order for a functional walkway to be considered universal in its usability and functionality. Note the similar situations involving the same dog, and its interaction with the steeper steps in PHIL 9058, and shallower steps in PHIL 9059.
