Jan. 22, 2013. Shanghai Bend was the site of a catastrophic levee break in 1955 when Yuba City flooded and 38 residents died. Leady and the representatives toured the site of the proposed Feather River West Levee Project in Yuba City during the visit. This SBFCA project aims to provide 200-year flood protection for Biggs, Gridley, Live Oak and Yuba City plus 100-year flood protection for the rural area of the river basin south of the four townships.
