Tandem wheel tractor-scrapers haul material during levee construction April 30, 2012, near South River Road in West Sacramento, Calif. The U.S. Army Corps of Engineers Sacramento District is working to complete a setback levee and install a seepage cutoff wall in the leveeâs center, further reducing the cityâs flood risk. Flying in the distance, is one of two migratory hawks nesting near the construction site. District biologists are monitoring the hawks during the levee work since they arrived after construction resumed this spring, and are protected under the Migratory Bird Treaty Act of 1918.
