Thomas K. Teynor, Lead General Engineer, Richland Operations Office, is the recipient of a Secretarial Excellence Award. Mr. Teynor led the re-baselining of the troubled Sludge Treatment Project which had encountered many technical setbacks over the previous 10 years, and was on the Defense Nuclear Facility Safety Board Watch-List due to persistent project management and engineering issues. Mr. Teynor developed a coalition of technical experts from across the Department of Energy complex to reach consensus on disposal paths and criteria for waste fractions going to both the National Repository and the Waste Isolation Pilot Plant. Under his leadership the project developed technologies and processes to remove and stabilize the sludge in order to meet these varied acceptance criteria. He made a calculated and important decision for the project by paving the way for an operator training and technology development program. Mr. Teynor imposed a strong engineering, operations, project management, and safety discipline in the project to meet challenges while maintaining a strong safety record and meeting costs and schedule goals. Sludge Treatment Project is now a successful project with a strong project management, operations, engineering and safety culture; and Defense Nuclear Facilities Safety Board Watch List issues have been closed.
